The skin looks fine, by the way. He was wearing thick white makeup, you seem to have captured it.

Where did you find this reference? I haven't been able to find anything good.

How about the color balance? For pancake makeup, Ben's right, it works great!
Maybe enhance with a touch of red?
I like seeing the changes, the eyes appear to look up with the changes, neat.

Ripple:

I tried red, it looked shyte, the image was too saturated,
I tried blue, actually brought more to the image, although there's spots that look better than others.
I added more texture ( pores )...

Thanks for the comment on the eye's, my initial sketch was off, so I had to redraw most of the centre of the face.
but it does give it this strange effect...like he's looking at you. =)

My favorite panel in this is actually the first. The lines are really raw and angular, it suits the Joker well.

All the other panels are sick too.
